JAKARTA, Media www.rajawalisiber.com – President Jokowi has issued Government Regulation No. 56/2021 concerning Management of Royalties for Song and / or Music Copyright. The issuance of this regulation has been greeted positively, but it is necessary to accelerate implementation in the field.

Musikus Anang Hermansyah responded positively to the issuance of Government Regulation No. 56/2021 concerning Song and / or Music Copyright Royalties. Although it is too late, said Anang, the PP, which is a derivative rule of Law No. 28/2014 on Copyright, brings fresh air to the music industry in Indonesia. “PP No. 56/2021 brings a breath of fresh air to the music ecosystem in Indonesia. We positively welcome the government’s commitment,” said Anang in Jakarta, Tuesday (6/4/2021).

According to this member of the DPR for the 2014-2019 period, the most important thing is that at this time there is a need for supervision of the implementation of the mandate of PP No. 56 of 2021. He warned that the issuance of PP is not followed by implementation in the field. “Currently, the most important thing is how to implement this rule,” said Anang.

The musician from Jember predicts that if the implementation of PP No. 56/2021 goes according to plan it will have a concrete impact on royalty income in Indonesia. “Logically, royalty revenues will increase sharply,” added Anang.

However, Anang said that in order to reach the ideal point in the distribution of royalties, there are many steps that must be prepared. One of them is the existence of the Song Data Center as stated in Chapter II in Articles 4 – 7 PP No. 56 of 2021. “This Song Data Center is none other than Big Data which has an important position because with this data the issue of royalty becomes more transparent, accountable and ecosystem. music becomes healthier, “explained Anang.

In addition, said Anang, the existence of the Song and / or Music Information System (SILM) also has an equally important role in the distribution of song and music royalties. “SILM has an important position because it contains reports on the use of songs or music which are the basis for the distribution of royalties. The essence of this regulation is that it is in SILM and the Song Data Center,” added Anang.

In Article 22 of Government Regulation No. 56/2021, it is stated that the existence of the Song Data Center and SILM is a maximum of two years after the implementation, according to Anang, the realization of these two institutions should be accelerated. “I think a maximum of one year can form the Song Data Center and SILM. Due to the fact, the data is already available at the Collective Management Institute (LMK). The data just needs to be synchronized through the LMKN to be processed by the Song Data Center. So one year is the time. moderate, “hope Anang.

In another part, Anang also mentioned that the role of local government (Pemda) is no less important in implementing this regulation. According to him, the existence of restaurants, cafes, hotels, malls and entertainment venues in the regions is closely related to the royalty of songs or music.

“Therefore, it is necessary to adjust local regulations with PP No. 56/2021. For example, business licensing is linked to royalty payments. Local governments can innovate in drafting local regulations so that PP No. 56/2021 is also effective in the regions,” said Anang. ***
